Todd D. Smith is President of TSSD Services, Inc. (TSSD) and is a leader in the commercial nuclear decommissioning field having run the business operations for the recovery and completion of the decommissioning of three New England power plants. Mr. Smith has over 15 years of professional experience in the heavy construction industry including construction management, contract management, corporate management and project controls. Mr. Smith spent over 6 years in the positions of Executive Director of Business Operations, Business Manager, Project Controls Manager and Decommissioning Waste Manager at Connecticut Yankee, Yankee Rowe and Maine Yankee. While helping to lead each of these projects to completion via self-performance approaches, Mr. Smith was a key player and expert witness in the recovery of two sites from the for-cause termination of turnkey Decommissioning Operations Contracts (DOCs) and subsequent successful litigation. Mr. Smith also plays a key role in ongoing litigation with the Department of Energy (DOE) regarding high level waste liabilities at the three sites. At each of these sites, all self-performance work was completed on schedule and either on or below budget. In the course of numerous Federal Energy Regulatory Commission (FERC) proceedings over 10 years where Mr. Smith was a part of the management team, there were no costs disallowed on over $1 billion of work performed. Mr. Smith attended Thomas College and holds a Bachelor of Science in Accounting and a Masters in Business Administration.
